While there are three parts to the attack, all of the hits are real. Every hit in each part happens immediately before the actual animation happens. Using Frail Green Kiwi for an example-- if you used a rank 1 Pummel on it, it would be hit 21 times (10+10+1), and ultimately, you see it lose a chunk of it's health equivalent to 21 damage.
