Vs Dragon

Since its not CP based, and I'm assuming it will bind AHS since Ice Spear/Frozen Blast freezes and Lullaby sleeps, can it actually ensnare a dragon?

That would be terribly OP.

If Frozen Blast can freeze a dragon, how much more OP would Snare be? Not much, really. :l
