My theory is that their spawning is also determined by how much they're worth and if you get Master Bandits instead of Veteran Bandits. Remember, they're not supposed to be common, especially since the entire server shares them.
My findings so far:
- I have gone to at least 30 regular bandit homesteads. All of which were dropped from either Veteran Bandit triggers, Master Bandit triggers, or integrated.
- I have found the Outlaws twice, both of which were dropped from Master Bandit triggers.
- Once, when defeating Master Bandits, none of them dropped homestead tickets at all.
