The rest quest was present for Elves, Giants, PreG13 Humans, and PostG13 Humans. The enchant is also not new.

I think they should've just made it rF and below...

At least then, if you really want to use this scroll, you can at least use a skill reset capsule.

Yes, that's why I said they should've made it rank F and below, because that way if you're E or higher you can always go back down to qualify for the enchant.
