That entire issue could be reworded to say "Due to the start-up before the actual binding, knocking down the target while they are being bound results displacement lag."
PS: the actual binding occurs when the animation completes.

Isn't that what displacement lag is though? That makes the second half of the sentence redundant. Again that issue applies to all things that knockdown, not just Act 6 or Shooting Rush.
Some things can reset their positions by simply targeting/hitting them again. Many do not. And what do you want me to do, list every single skill with a knockdown?
