Just got this item when finishing Rabbie Dungeon Normal, while having the G3 quest. (specifically, Meven's Request). I presume it's a bug?
I think there might be bunch of things they forgot to remove, or as you said a bug, the most recent update removed the black orb quest from Dugal's shop
