It's in-fact even less. All of the Percent bonuses are ONLY for the collection bonuses. Which means, even with all of the protection type monsters collected, turning into one would only add a total of 16.2 (9+7.2) prot. That's still a lot if you stack it with other protection bonuses but it's nowhere near overpowered on it's own.
