Update wiki policy?

Just to let you know, Tellos's comment comes out of an edit war we've been having over the Windmill article. I think that an introductory paragraph which summarizes the skill for new users is useful even if it includes information stated elsewhere in the article, and I also think it is useful to mention that Windmill is very sensitive to Combat Power and can become difficult to train if not done early. Tellos has stated he disagrees with these things. I won't claim to make his argument for him, so you can read what we've written in the discussion page.
