Special quests

Has anyone else actually seen these quests? When I compiled these lists I've never seen a single "Special Quest".

They are pretty rare. I see one maybe every 10 times I check, and I'm checking it every time I pass by it. I got some pictures of them for when I filled them out above because, when the quest board refreshes, they disappear. [1] [2] [3]
