Incompleted as in you can get the Library card? yes I have a library card stuck in my inventory cause I read the book o-o

You don't get the library pass after reading it.

For the record, every copy of this book I've fished up so far, on two characters, have come with a seal. And for both characters, only the first book I read gave me a pass. Any copy read afterward did not give me a pass.

If by "completed" you mean there is no seal on it if you've done g11, then that makes more sense.

o-o ehh I think I may have worded it wrong then lol...but essentially, it does come with a seal. Reading it if you completed the royal chef quest does not give you a library pass. I'm not sure if there are any side effects to completing the shadow mission or not if you're not even on g11 to begin with. and yes, reading the book again after the initial reading will not give you the pass.
