The trivia section of this wiki page states this is one of only two dyeable shields, however at this moment there exist more shield which are dyable, for example the Royal Crystal Wing Shield.
I've yet to see this shield on Tarlach, and I'd like to know the upgrades for it.
I've seen several on Alexina, and the upgrades make it a pure fashionogi shield.
What Pyro said is what I meant. If you're looking for a combat shield, Avon is better. More defence, more ping, and thanks to that charge enhancement, more glorious face bashing damage. And it's cheaper to make. On Alexina, 250-300k for the books is 1-1.2m for those, +200k> for the rest of the mats, means getting one made on a monday is 1.2-1.5m. A bit more if you have to commission a blacksmith because you don't know any (Q_Q). Valk shield is... Well I haven't seen any for sale so lets assume Hebona Price.
