Dual wielding puppets

"Elves cannot Dual Wield any weapon with the exception of puppets."
Can someone explain me how my elf can dual wield puppets? I'd love to have my colossus and pierrot out at the same time.
So I'm thinking, maybe we should call that page/category "Hand Puppets" since puppets (Marionettes) are a thing. The Giant description also implicitly excludes puppets
