As for the 25%, I've seen claims where it isn't actually 25%, but from my experience, it is.

+25% exp to current exp as long as you are Lv1~199. As far as exceeding 100% with a fruit, I don't know.

I got 27% exp when exceeding 100% of the current level...meh
