I think it's good to note that composing skill and other book requiring skills can be trained with the reward seal...
that said, would it be possible to rank the skills that are not "implemented?"
Skill Training Seal already has all the basic information regarding Skill Training Seals and no, you won't be able to advance it into the next rank if it's not implemented yet, let alone use it to master it.
