Winning more than one Flamemare?

"The Black Flame Mare Whistle is a quest reward, and allows one to obtain a Black Flamemare horse pet, once per character. "
Is it 1 per character or 1 per account?

Pretty sure you can win more than 1 Flamemare per character. I don't recall from the bull event.

Okay, maybe not. It's 1 per character.

It's one per character because you can only claim the reward from the quest once. So you can get more if you have multiple characters and do the quest for each one.
