I don't know if this is fanmade and implemented using mods or if its a future update. I think it's something to investigate though if some of the NPCs do get portraits.

Doubtful. The artstyle matches that of most G15 NPCs. There's a surefire way to settle this...

Looks to be fanmade, especially considering the bottom part, where the shading is inconsistent with normal NPC portraits.

In addition... they got the RA symbol wrong.

What about other Belvast NPCs? The devs are probably starting to draw portraits and maybe more NPCs have portraits now. But this may have only been restricted to Shayla since she played a small role in mainstream quests. Also I find it weird how they gave Beirnes a portrait yet he's not really significant.
