Aiming / hit chance removed?

Rank 1 is 99% and if they're moving nobody is quite sure how low the % goes. Maybe it's 95%? But either way monsters can't dodge things with their luck (which they likely don't have) :)

I'm at rank 6, which should be 90%, but it is not 90%, I'm not missing when the enemy is standing still.
