My guess is it's an NPC for an event NA never had.

Shoot me if I'm wrong but Devon was an NPC we were suppose to have for some event. I can't recall which one, but we got Caravan Joe in Dev's place(?). That's what I think.

Since Devon is an Astrologer, wasn't he used in this event?

I wasn't around at the time so no...surely you were there...or kev...maybe even LittleSnow if they had it in EU...

Judging from the way the page was written, I'd say the wiki was still in its developmental stages when everyone started to actually settle into Mabinogi NA.
