Think we should add a banner...

saying that an article is being constantly updated/heavily edited?

This is usually due to new updates some wikis I go to usually have sort of thing due to new releases or updated content. plus it would make use of the this file as well...

I remember one too, but I don't think it was a template, just a table at the top of a page that's probably buried somewhere in some page's history.

Seems fine to me. Moved it to Template:Under Construction.

How long should a page be kept "Under Construction?"

I say a week.
