Vandal's account

Not really sure who to report this to, but COwens53 has made only 3 edits, ALL of them were vandalism. He advertised 3rd party sites and blanked a redirect page. He should be banned before he gets enough edit rights to vandalize the semi-protected pages.

Unless three strikes aren't the offense for banning.

People that advertize i believe are automatically permanently banned by the admins.

It's a bot. We've had a few of them in the last week. They have the same naming scheme. Two capital letters, a generic name, then random 2-digit number.
