In the heavy armors list, it's under the section "Not Implemented," but there's info and discussion on here that implies it's been released in NA.

has anyone actually gotten this item from Peaca INT? i'm wondering because i've yet to see anyone wearing it, the leather armor with enhanced stats that was supposed to come out along side this never came, and it's not in the Peaca INT reward list.

yes people have, it was quite a shock to certain people that ran it that it actually came out.
