More than likely, they used the any combination of the three:
All of these were a possible reward during the Holiday Hide & Seek Event last year.
I'm fairly sure I used more than 3 stat potions, and I could still use the potion. All my guildies say its 3 of each instead of 3 total.
You may only increase each stat 3 times using any kind of Permanent Stat Potions. If your friend already used, for example, 3 Potions of Strength back during the Holiday Hide & Seek Event, he/she would not be allowed to use this potion because this potion would give another Strength, which would be 4, which is not allowed. Think of this potion as a combination of all the potions Mikaya referred to.
