People need to stop questioning odds. It has been proven to be implemented.

Youre thinking of the wrong item. The one that's 3 per character is the unreleased Mysterious Reforging Tool. This one is completely random as to where you can get it.

This is the only reforge tool that is sold in the ducat shop at the moment. As for the occurrence, I think it's 1 per stock. Don't know how often it appears, though.

Why would one buy these anyways? You can't re-reforge an item after removing it with this kit.

Cheaper to spend 20k ducat to remove it on a rare item and use another 5k gold reforge from store.
