What does this mean ?-?
While awkward, I believe it references the fact that you can gather all the quest required materials before obtaining the quest. That is (for example), the quest does not force you to gather 50 base herbs, just deliver them.
Basically what shroom said. Obtaining said materials before the quests and from other players via player shops and such.
